New Jersey LLC Business Licenses & Permits (2026)
New Jersey has no statewide general business license — but between sales tax registration, professional board licenses, local permits, and the Urban Enterprise Zone reduced-rate program, here's your full stack.
New Jersey requires no statewide general business license. What you may need instead: a Sales and Use Tax registration with the Division of Taxation if you sell taxable goods or specified digital products, since New Jersey charges a flat 6.625% state sales tax with no local add-ons; state professional licenses for regulated fields; local permits (zoning, health, signage) from your municipality; and an alternate name registration ($50) if operating under a different brand. Businesses in one of New Jersey's 32 Urban Enterprise Zones can charge a reduced 3.3125% rate on qualifying retail sales.

New Jersey's License Layers
State: Sales and Use Tax registration
Selling taxable goods, specified digital products, or certain services means registering with the New Jersey Division of Taxation for the 6.625% sales tax — one uniform statewide rate with no county or local additions.
State: profession-specific licensing
New Jersey licenses regulated fields — contractors, cosmetology, real estate, healthcare, accounting — through the relevant state board. The license attaches to the activity, not the LLC.
Local: municipal permits
Zoning, health, and signage permits vary by municipality — New Jersey has many local jurisdictions, each with its own requirements.
New Jersey's uniform 6.625% rate is genuinely simple: unlike most Northeast states — Pennsylvania stacks Philadelphia and Allegheny County overlays, New York stacks county and MCTD rates — New Jersey applies the same 6.625% everywhere, with zero local variation. A sale shipped to Newark is taxed identically to one shipped to Trenton. The one exception is the Urban Enterprise Zone program below.

Sales Tax & the Urban Enterprise Zone Program
- Sales tax — 6.625% statewide: register before making taxable sales. One rate everywhere, no local variation.
- Urban Enterprise Zones: certified retailers in one of New Jersey's 32 UEZ zones — including Newark, Jersey City, Trenton, Paterson, Camden, and Atlantic City — can charge a reduced 3.3125% rate on qualifying retail sales of tangible personal property. This doesn't apply to services or food service.
- Economic nexus for remote sellers: $100,000 in sales or 200 transactions into New Jersey triggers a collection obligation, even without a physical presence.
- Marketplace facilitators (Amazon, Etsy, etc.) typically collect and remit on your behalf, but those sales still count toward your nexus threshold.
What's Exempt
New Jersey exempts groceries, most clothing and footwear, and prescription drugs from sales tax — genuinely broad exemptions that reduce the practical tax burden on everyday goods. Fur clothing, formal wear rentals, and sporting equipment (cleats, ski boots) remain taxable exceptions within the clothing category.
Professional Licensing
New Jersey licenses regulated professions — contractors, cosmetologists, real estate agents, accountants, healthcare providers — through the relevant state board. Restaurants clear local health departments; alcohol runs through the NJ Division of Alcoholic Beverage Control plus local approval. Your LLC never substitutes for the professional license — verify your board's rules before the first client.
Ahmad Adil's Take: New Jersey's licensing is genuinely simpler than most of its Northeast neighbors specifically because of the uniform sales tax rate — you don't need a rate lookup tool the way you would in Pennsylvania or New York. The one thing worth checking deliberately is the Urban Enterprise Zone program: if you're operating a retail business in Newark, Jersey City, Camden, or one of the other 29 zones, certification can meaningfully lower what you charge customers on qualifying sales. It's not automatic — you have to certify — so it's worth a quick check with the Division of Taxation if your location qualifies.
